A
demand was very often raised by local populace pertaining to establishing of full fledged
Intensive Cardiac Care Unit but this demand could not be met due to resource crunch. In a
meeting of Rogi Kalyan Samiti in 1999 this demand was again raised then the incumbent
collector Mr. Mohd. Suleman felt that this demand of local populace is genuine and
could be met by only if Rogi Kalyan Samiti raises the resources on its own. To accomplish
this Herculean task it was decided to construct shopping plaza on valuable commercial land
of hospital which was under unauthorised possession of encroachers.

The RKS
felt that by removing this unauthorised occupation the land could be utilised to construct
shops, which if leased out, could provide the necessary resources for the purchase of new
equipments and for the establishment of an intensive care unit at the hospital. The
economics of the project were visualised to be as follows :-

encroachments have to be removed and rehabilitated elsewhere
- 46 shops
could be constructed and auctioned on temporary lease with rental and renewal facilities
to raise Rs. 1.15 crores.
- Rs. 30
lakhs were to be spent on construction of shopping plaza
- R. 70
lakhs on construction of ICU building and purchase of necessary medical equipments
- The
remaining amount along with an anticipated Rs. 15000 as rental per month was to be used to
upkeep of staff & equipments.
The
proposal was sent to health department for approval. The bylaws of RKS were amended to
implement the proposal permission from Government was granted in Jul 1999 and NOC from
Town & Country Planning and Municipality were obtained. The construction of 46 shops
was started in Jul 1999 and construction for ICU started in Aug 1999.The shopping Plaza
& ICU were complete in 4 months record time. The 46 shops were auctioned for total
110.71 lakhs. The construction cost for 46 shops was Rs 31.25 lakhs.Thus the samiti had a
net income of Rs 79.46 lakhs . Out of this Rs 19.07 lakhs have been used in construction
of ICU building and medicines and modern equipments including Colour Doppler, TMT
have been purchased. A balance amount of Rs 11.5 lakhs is available with the RKS, in
addition to a recurring income of Rs 13800 from rents which will increase by 25% once in 3
years.

The
project , perhaps 1st of its kind in the state where the resources a mammoth
one crore eleven lakhs, have been generated locally. The effort has been to make the
project economically independent of any external aid for all times to come.
